The principle feature of the LOCAL CIRCUIT PATTERN of  circuits is that  the
SOURCE neuron makes all of its connections within a given place-- that is it
makes only LOCAL circuits.  The neurons engaged in this type of circuitry pattern
 can constrict or expand the information that flows into a given brain PLACE.
